How does the above document fit in with the below document. Officer Wendy Davis must have signed another contract or document with the police chief that nullified the document below or how in the world did she issue a criminal citation, an arrest if not, right? Here is the document again signed by Officer Wendy Davis on February 10th, 2020 and signed by then police chief Michael Evans, stating that Officer Wendy Davis DID NOT have the Authority to issue criminal citations or arrest. I must be missing some changed in what Officer Davis was authorized to do, if I find a new contractual document of her authority to arrest and issues citations I will let you know. For now click below for the document I am referring to that states she is not authorized to do what she clearly did. I must be reading it wrong. Or missed a changed somewhere, again I will let you know if I come up with that.
